Fighting Islamophobia Workshop in Paris - January 20-21 / 2011

CCIF Workshop – 20th / 21st of January 2011 – Paris

It was a  great pleasure for the Committee Against Islamophobia in France to organize, last week, its first workshop specifically targeted at studying and fighting Islamophobia in Europe, in cooperation with European partners.

It was an important gathering of NGOs, academics as well as intergovernmental agencies, whose experience in the fight against discrimination against Muslims in Europe has added a new and rich dimension to CCIF’s work.

Among the discussed topics:

Legal issues: what is the legal framework for fighting discrimination and what is the definition of  “freedom of speech” and its fields of application? We could see the legal limits which the CCIF has to face.

Communication and press:  study on the representation of the Muslims in the German media which overall, could be transposed and seen as typical of the whole European media.  Media construction of Islamophobia seems to be “fightable” only by developing relations with journalists. How to build these relationships in an efficient manner? How to provide useful information and key language material? These were some of the main questions discussed. 

Data gathering and statistics: CCIF presented methods of data collection and its observations concerning the rise of islamophobic acts which have resulted in increasing violence against Muslim citizens. The OSCE and the EMRC proposed the use of questionnaires, provided by the observatory department, to supplement CCIF’s work.

Strategic planning and key objectives: one of the priorities will be media training so that we can provide a counter to the Islamophobic speeches which invade the media and indeed all aspects of society.  In the coming month we will receive a training suggested by the OSCE - ODIHR in order to better include/understand the concept of hate crimes, and monitor and analyze these acts in a relevant way. At the same time, we will have to agree on a common definition of Islamophobia.

A common definition of Islamophobia: it’s one of the main key points in terms of a strategy to counter Islamophobia. It has to take into consideration our need to build recognition of the motives for violence towards Muslims, whilst at the same time giving a clear answer to those who argue that we are censoring free speech, particularly in terms of the right to  criticize religion

All organizations   agreed on an action plan and will try, when possible, to coordinate some of their projects. 

CCIF - Séminaire du 20 et 21 janvier 2011 - Paris

C’est avec un grand plaisir que le Collectif Contre l’Islamophobie en France a organisé la semaine dernière son premier séminaire de travail avec des partenaires Européens.

Ce fut une rencontre importante avec des organisations non gouvernementales ainsi que des entités intergouvernementales, dont l’expérience dans la lutte contre les discriminations faites aux Musulmans en Europe est un apport riche pour le CCIF qui souhaite donner une nouvelle dimension à son combat.

Les thèmes abordés ont été les suivants :

Problématiques légales : quelles sont les dispositions légales qui sanctionnent les discriminations et quelle est la définition de la liberté d’expression et son champs d’application ? Nous avons pu voir les limites légales auxquelles est confronté le CCIF.

Communication et media : étude sur la représentation du musulman dans les médias Allemands qui globalement, peut être appliquée à l’ensemble des médias Européens. La construction médiatique de l’islamophobie semble ne pouvoir être combattue que par le développement des relations avec les journalistes. Comment les bâtir de façon efficace ? Comment fournir une information utile et inscrire les bonnes définitions ? Ce fut les questions les plus abordées. 

Données et statistiques : le CCIF a présenté sa méthode de recensement et ses observations sur le terrain de la hausse des actes islamophobes qui amène à une banalisation de cette violence envers les citoyens de confession musulmane. L’OSCE et l’EMRC proposent des méthodes de questionnaires pour compléter le travail fourni par le pôle observatoire.

Agenda et objectifs clefs : une des priorités est de se former à la relation avec les médias afin de proposer une alternative au discours islamophobe qui envahit toutes les tribunes. Dans le mois à venir nous devrons suivre une formation proposée par l’OSCE –ODIHR afin de mieux comprendre la notion de crime et violence contre les minorités, et recenser ces actes de façon pertinente. Dans le même temps, nous devrons nous mettre d’accord sur une définition de l’islamophobie.

Une définition de l’islamophobie : c’est un élément central de la stratégie dans le cadre de la lutte contre l’islamophobie. Elle doit reprendre nos exigences pour permettre la reconnaissance de l’injustice faite aux musulmans et en même temps répondre aux attaques de nos détracteurs concernant leur liberté d’expression et la possibilité de critiquer la religion.

L’ensemble des acteurs présents ont convenu d’un plan d’actions à mettre en place dès que possible afin de coordonner certains de leurs projets communs.
